Publicly visible material is fragmented and may mix similarly named entities in different countries, so attribution beyond the ISP context is limited.

Network traces associate Citylan LLC with AS6704 (Citylan LLC, RU) and also with AS39848 (CityLan LLC), which is listed in PeeringDB as a regional cable/DSL/ISP network. The PeeringDB entry shows presence in Kyiv (Ukraine) with peering at DTEL-IX and Giganet IXN and an interconnection facility at NewTelco Kiev; some IP reputation datasets also label specific IPs as belonging to Citylan.
